Cardiff is looking for a partner to build and run a 1.5km traffic-free cycling circuit in Leckwith. A council notice published on 15 October puts the estimated cost at £4.5 million excluding VAT.
Learn-to-ride sessions, inclusive sport and casual riding feature alongside club training in the proposed programme. The council describes its aim as a “high-quality, accessible, inclusive and financially sustainable community and sporting facility”.
The funding question
The council would provide land through a long lease and help with grant applications. Any funding shortfall would fall to the delivery partner. Some grants are already secured, but the notice does not specify how much.
A planning application has been submitted. The target is to finish works in late 2027 or early 2028, as a legacy of the 2027 Tour de France.
A place to build confidence
A circuit has an obvious appeal for someone learning to start, stop and look behind them: they can practise without a passing driver becoming part of the lesson. It could also give experienced riders room for faster training without competing for space on a shared path.
The important detail will be the timetable. A facility can welcome everyone on paper yet remain difficult to use if affordable beginner sessions are squeezed around other bookings. Prices and public opening arrangements will matter just as much as the finished surface.
What happens next
Prospective delivery partners can respond before noon on 30 October. This is early market engagement, not an awarded construction contract.
